Western Virginia Regional Jail Superintendent Bobby Russell and his staff were the next in line to receive the COVID-19 vaccine on Tuesday. The health departmentโs interactive map]โIt allows us to be able to protect both the staff and the inmate population,โ explained Russell. Russell said the vaccine is the best way to protect the population as a whole. โWe are fortunate enough to be able to vaccinate the inmate population utilizing our medical staff,โ said Russell.

About 230 inmates out of 814 inmates have now tested positive for COVID-19 at the Western Virginia Regional Jail. Dr. Molly OโDell with the Roanoke Health District inspected the jail and said compared to other jails, Western Virginia Regional Jail is clean and operates well. Several inmates said the quarantine period for the inmates who test positive ranges from three to nine days. Along with attaining more PPE supplies, Russell said they added more medical staff members to handle the hundreds of inmates.

Russell said staff is sanitizing the facility daily with electrostatic sprayers and are washing masks twice a week. A month ago, the Salem jail took in several inmates from the Franklin County Jail because of an outbreak there.

On July 14, authorities received a 911 call for shots fired around 4:20 a.m. and officers responded to a home in the 100 block of Salthouse Branch Road in the Henry community of Franklin County. 21-year-old Sean Gabriel Schwallenberg of Hot Springs was arrested on Sept. 29 in Bath County and has been charged with one count of robbery in residence. Qu'Shawn Manns, Te'SEan Brooks and Treavon Taylor are in custody after police say they shot two brothers and killed one (Franklin County Sheriff's Office)This comes after TeโSean Brooks, 19, of Henry was charged with three counts of shooting into an occupied dwelling. Brooks and Taylor are being held without bond at the Franklin County Jail.

The jailโs medical staff performed CPR and other life-saving measures until Roanoke County Fire-EMS responded and took over, according to a release from the jail. Osbourn was pronounced dead at 7:25 a.m.Police say the Roanoke County Police Department has started an investigation and the Roanoke medical examinerโs office will perform an autopsy. According to the jailโs statement, there is no reason to believe Osbourneโs death was related to coronavirus and jail officers interacted with Osbourne before he died. Osbourne was committed to Western Virginia Regional Jail on March 8, 2020 and was awaiting trial for a fraud charge in Salem as well as a probation violation and a narcotics charge in Danville and an additional narcotics charge in Martinsville.
