BLAND COUNTY, Va. – Authorities have arrested the man they believe is responsible for killing a woman in Bland County. Gilbert Lee Riggs, 58, of Bluefield, West Virginia, is being held in West Virginia, pending extradition to Virginia, on one felony count of second-degree murder and one felony count of hit-and-run. Riggs was arrested without incident Thursday night by West Virginia State Police at his residence, according to Virginia State Police. POCAHONTAS COUNTY, W.Va. - Authorities say a West Virginia state trooper is in stable condition after being shot in a gunfight where he killed a suspect. The West Virginia State Police on Wednesday released details on Trooper First Class J.M. Tallman's condition. Officials say Biggs first fired a rifle at a Pocahontas County sheriff after a car crash on Monday. Biggs then shot Tallman in the abdomen as officers searched the woods.
