A Virginia Beach police officer was also struck by a vehicle, police said. “We have a very chaotic incident, a very chaotic night,” Virginia Beach Police Chief Paul Neudigate said. They were identified as Ahmon Jahree Adams, 22, of neighboring Chesapeake, Virginia; Nyquez Tyyon Baker, 18, of Virginia Beach; and Devon Maurice Dorsey Jr., 20, of Virginia Beach. Police said they are being held in a jail in Virginia Beach.

VIRGINIA BEACH, Va. – Authorities in Virginia Beach say they are investigating after a dog was found killed with suspicious wounds. Virginia Beach Animal Control said in a new release the animal was found killed Tuesday morning in the Pungo area of the city. Animal Control said that a necropsy is being conducted and the case is under investigation. Owner Charlie Grimstead said the dog had been stabbed, according to The Virginian-Pilot. The newspaper reported that Grimstead said on Facebook that the dog was found in her pen but that he believes she was killed elsewhere and someone put her back in the pen.

On the same day Virginia saw its highest one-day COVID-19 case increase, Gov. VIRGINIA BEACH, Va. – A Virginia woman is going to jail for animal cruelty after officers repeatedly found dead and dying animals in her home. The Virginian Pilot reports Circuit Court Judge Kevin Duffan ordered Lisa Hokaj-Ross on Tuesday to spend 24 days at a Virginia Beach jail. That’s one day each for the 24 animal cruelty charges she pleaded guilty to. Animal Control repeatedly found dead and sick animals in her home. She says her only crime was having “too big a heart.”

About 100 inmates and five staff members at a Virginia jail have tested positive for the coronavirus. The Virginia Beach Sheriff’s Office said in a news release Friday that 74 new cases were discovered among the inmates at the Virginia Beach Correctional Center. The sheriff’s office reported the new numbers after conducting mass testing on about 1,600 inmates, deputies, civilians and contractors who work at the jail. The inmates who tested positive have been placed in quarantine and are being provided needed medical care, the release said. The sheriff’s office had reported that 70 inmates and four deputies at the jail had tested positive for the virus earlier this month.

Friday marked the first day of early voting across the commonwealth. In past presidential elections, Virginia voters needed a reason to cast an early ballot. Now, it’s become more of an annual thing off the coast of Virginia once the water cools to about 77°F. The nutrient-rich water off our coastline can also draw these types of algae toward the area, thanks to things like farming, fertilizing, etc. This particular species of algae can be linked to harmful algae blooms. These can be toxic to different types of marine life.

Ralph Northam announced Thursday that “due to significantly improved health metrics in the Eastern Region,” localities in Hampton Roads can once again shift back to Phase 3. The impacted localities include cities of Virginia Beach, Chesapeake, Norfolk, Suffolk, Portsmouth, Hampton, Williamsburg, Newport News, Poquoson, James City County and York County. As of Sept. 9, the percent positivity rate for PCR tests in the Eastern Region is 6.7 percent and has been decreasing for 12 days, according to Northam. Hospitalizations, including COVID-19 intensive care unit hospitalizations, have been declining for approximately three weeks, and the current rate of emergency room admissions is steadily decreasing.

NORFOLK, Va. – Officials in Virginia Beach say firefighters were pushed and kicked as they tried to treat a man seriously injured in a motorcycle crash. The Virginian-Pilot reports a man riding a motorcycle on Monday apparently lost control and crashed into a tree. Max Gonano, president of Virginia Beach’s Professional Firefighters Association, said firefighters were attempting to treat the man when a crowd angrily questioned the firefighters about why it took them so long to respond. A fire department briefing said some in the crowd followed an ambulance to a hospital, where they damaged at least one EMS vehicle. Police said the unidentified man was pronounced dead on the way to the hospital.

ABINGDON, Va. – A Virginia Beach man faces a federal charge after authorities say he called in a death threat to U.S. On Sept 2, 2019, Dylan Stephen Jayne called the office and left a voicemail in which he threatened to kill Warner regarding Jayne’s perceived lack of receiving Social Security payments, according to court documents. On Thursday, Jayne was arrested and charged with one count of transmitting a threat via interstate commerce by leaving a voicemail message and threatening to kill a United States Senator. The investigation of this matter is being conducted by the United States Capitol Police, and the Burlington, Vermont Police Department, according to the U.S. Department of Justice. Burlington police are involved because at one time, Jayne lived or was believed to have lived in Vermont.

RICHMOND, Va. Looser restrictions on businesses and social gatherings during the coronavirus pandemic are still at least a week away in Virginia, the governor said Thursday. Ralph Northam said current coronavirus-related trends are "encouraging" but more data is needed before the state can start its second phase of reopening. The governor has previously indicated that the second phase of reopening would allow for social gatherings of no more than 50 people. After two months of being largely shut down amid the coronavirus, most of Virginia began the first phase of a gradual reopening on May 15. Also on Friday, Northern Virginia, Richmond and Accomack County will join the rest of the state in starting the first phase of reopening.

RICHMOND, Va. Eight people are dead after eleven crashes across the commonwealth over Memorial Day weekend. According to Virginia State Police, this is a decrease from not deaths on the road but also traffic over the holiday weekend when compared to 2019. In total, Virginia State Police says troopers responded to 480 total traffic crashes during that time. The deadly crashes happened in Virginia Beach, Caroline County, Montgomery County, Pittsylvania County, Prince William County, Rockingham County, Southampton County and Sussex County. According to state police, Virginia troopers statewide cited 2,489 reckless drivers and arrested 70 impaired drivers.

RICHMOND, Va. – Many of the restrictions on Virginia Beach’s beaches will be lifted on Friday. Ralph Northam announced during his Monday update that they will be allowed to open. Friday’s opening applies only to Virginia Beach and First Landing State Park. Northam encouraged other beaches to follow Virginia Beach’s example when the time comes for them to open. While beaches will be open to recreational activity, including sunbathing, there are still restrictions in place.

VIRGINIA BEACH, Va. – A seventh person has died after testing positive for the new coronavirus (COVID-19) in Virginia, according to the Virginia Department of Health. A Virginia Beach man in his 70s had underlying health conditions and died of acute respiratory failure while hospitalized, VDH announced on Monday. This represents Virginia Beach’s 18th positive case, bringing Virginia’s total cases to 259. Where are Virginia’s coronavirus cases? The Virginia Department of Health is concerned that several recent cases in the Virginia Beach area may represent “the first indications of potential community transmission, the extent of which, would be determined by the outcome of the investigation.”

VIRGINIA BEACH, Va. – Police in Virginia say that an officer has fatally shot a man while trying to take him into custody. The Virginian-Pilot reports that the shooting occurred about 11:25 a.m. Friday near the Atlantic ocean in Virginia Beach. Police said that officers from Virginia Beach and the nearby city of Norfolk were working together on a joint operation when officers attempted to serve a felony warrant. Virginia Beach police spokeswoman Tonya Pierce said officers rendered first aid but the man died. Police did not identify the man or the officer who shot him.

RICHMOND, Va. – Virginia Governor Ralph Northam signed the first bill of 2020 on Monday. SB 582 conforms Virginia’s tax code to the federal IRS code, Northam said in a tweet. Northam said the change will allow donations to the Virginia Beach Tragedy Fund to be tax-deductible. The fund, which is set up through the United Way of South Hampton Roads, goes to the victims and families affected by the 2019 shooting in a municipal building that left 12 dead and at least four others hurt. Currently, donations to victim assistance funds like this are considered personal gifts and are not always tax-deductible, according to the United Way.

The Virginian-Pilot reported Thursday that the wrongful death claims will allow the families to file lawsuits through May 31, 2021. A longtime city engineer opened fire in a municipal building, shooting 16 people and killing 12. An attorney said the filings don’t necessarily indicate a true intention to sue the city. But they keep the door open and the option available.

A woman vacationing in a Virginia Beach Airbnb discovered a hidden camera above her in the shower, recently unsealed court documents show. The woman told officers she noticed a reflective black dot taped to the ceiling of the shower during the second day of her stay in July, according to a search warrant affidavit filed in Virginia Beach Circuit Court. When she and her friends investigated further, a small camera fell out, Virginia Beach officers wrote in the warrant. A man who lives in the house told police he hid the camera and collected video of at least one of the women, the search warrant said. The man still lives in the house and told the newspaper last week that the homeowner is out of the country.

VIRGINIA BEACH, Va. – A now former police officer has been sentenced to five years in prison for sexually assaulting a 10-year-old girl who was having a sleepover with his children. The Virginian-Pilot reports 49-year-old Mark David Johnson was sentenced Monday per a plea deal the judge said didn’t allow enough punishment for the crime committed. Johnson pleaded guilty in August to aggravated sexual assault of a child. The former Virginia Beach police officer faced up to 20 years in prison. The judge only moved forward with the sentencing limit after the girl’s family assured the judge they approved of the deal and wanted to moved on.

VIRGINIA BEACH, Va. – Questions still surround the Virginia Beach mass shooting that left 12 dead in May. An independent firm has released the findings of its 4-month investigation. Red flags showed up in the killer’s life -- a divorce from his wife, questions with job performance, and in 2018 visiting websites about other shootings. Investigators say the shooter didn’t display warning signs, only what they’re calling ‘stressors.’“Retrospectively, we can look at those elements and go this individual is struggling and is potentially on a path to violence but there’s not a point in time where you can say this guy’s going to carry out this act,” said Arnette HeintzeThe firm also looked into claims of a toxic work environment within city government but found there was not a systemic problem. PULASKI COUNTY, Va. - A group walking across the country to raise money for the survivors of the mass shooting in Virginia Beach earlier this year and families of the victims is in Southwest Virginia. The four men walked through Wythe, Pulaski, and Montgomery counties Tuesday. They started their walk 51 days ago at the Santa Monica pier in California after quitting their jobs. They hope to get to Virginia Beach by Sunday. "The whole trip, we have stood by our motto, and thats We Care,'" said Daryl Fischer, one of the men walking.

WAYNESBORO, Va. - Three men are in custody and thousands of dollars' worth of potentially harmful vaping cartridges are off the street after a SWAT raid in Waynesboro, Virginia, on Tuesday afternoon. As SWAT officers entered the residence, one person tried to escape but was immediately apprehended, according to the Police Department. Police, citing a media report from Insider, say that a number of recent THC vape-related lung illnesses are related to the Dank brand. In addition, Copeland is being held on a probation violation out of Virginia Beach. Both Copeland subjects are being held on $2,000 secured bail bonds at Middle River Regional Jail.

In the middle of a busy highway, as Hurricane Dorian slammed Virginia Beach with its rain and winds, a PETA rescue worker ran down the street to rescue stranded pelicans. Video of the rescue shows one bird unable to fly and sitting on the side of the road. It tries flying away, but the pelican's wings seem to be no match for the whipping winds. The rescue worker uses her sweatshirt again to snatch it up and get it into the van. Ryan Keith Cox was an account clerk who had worked in the public utilities department for more than 12 years. President Trump on Wednesday signed a bill into law naming a Virginia Beach post office after Cox, one of the 12 people killed in the mass shooting. "The post office building will serve as a permanent reminder of his bravery and sacrifice. The post office, now unnamed, will be called the Ryan Keith Cox Post Office Building.

RICHMOND, Va. - Dozens of members of the public stated their case either for or against bills meant to prevent gun violence Tuesday afternoon in Richmond. It was the second day of hearings for the State Crime Commission, whose leaders said is on track to give recommendations on specific gun control and gun safety bills to the full legislature on Nov. 18. Last month, Republicans abruptly ended the Democratic-called special session on gun violence, sending dozens of bills -- both Democratic and Republican -- to the commission to be vetted. Gun-reform supporters said the amount of gun violence in Virginia means the commonwealth needs to tighten its laws. Gun rights supporters opposed those views, in part, by voicing concerns about due process in those cases.

The camp, which is a week long and run by USA Patriots, sees children from across the U.S. come together with the vets. "We wanna show you we got knocked down, but we got right back up," Josh Wege, one of the veterans involved, said. Wege lost his legs in Afghanistan after the car he was in hit an IED. And the kids' parents love seeing the confidence the experience instills.

BLACKSBURG, Va. - A group of Western Kentucky University students are biking 3,600 miles across the country from San Francisco to Virginia Beach to raise awareness and money for the Alzheimer's Association. Sunday, they made a stop in Blacksburg for a fundraiser at PK's restaurant. On Monday, the boys will be visiting residents in the memory care unit at English Meadows Blacksburg Campus. They're hoping to make $10,000 by the time they get to Virginia Beach in about six days. If you have someone affected by Alzheimer's, you can dedicate a day left on the boys' ride to honor them on their website.

RICHMOND, Va. - A Virginia Republican senator has resigned his leadership role to protest a top Republican's push to ban guns in government-controlled buildings. Sen. Bill Stanley told The Associated Press on Tuesday that he's resigned as majority whip of the GOP Senate caucus after Senate Majority Leader Tommy Norment sponsored legislation to implement a broad ban on government buildings. Norment's legislation caught both Republicans and gun-control advocates off guard. They say it's an infringement on the rights of law-abiding citizens to prevent them from carrying guns into government buildings. Norment is married to a lobbyist for the city of Virginia Beach, where a municipal worker gunned down his co-workers in a mass shooting.

RICHMOND, Va. - Senator Tim Kaine is calling on lawmakers to take action to prevent gun violence. In an op-ed in the Richmond Times-Dispatch Kaine wrote,"Following the tragic Virginia Beach shooting, a Charlottesville elementary school teacher told me she wants legislators to experience a school lockdown drill to convince them to act to prevent gun violence. Theres no single solution that will stop all shootings, and some say we can't completely fix the issue so we shouldnt do anything at all. We didnt completely eliminate auto deaths by requiring seatbelts and airbags, but we saved countless lives. I hope lawmakers will come together this month to pass commonsense reforms to reduce gun violence."
