Ralph Northam announced Thursday that โdue to significantly improved health metrics in the Eastern Region,โ localities in Hampton Roads can once again shift back to Phase 3. The impacted localities include cities of Virginia Beach, Chesapeake, Norfolk, Suffolk, Portsmouth, Hampton, Williamsburg, Newport News, Poquoson, James City County and York County. As of Sept. 9, the percent positivity rate for PCR tests in the Eastern Region is 6.7 percent and has been decreasing for 12 days, according to Northam. Hospitalizations, including COVID-19 intensive care unit hospitalizations, have been declining for approximately three weeks, and the current rate of emergency room admissions is steadily decreasing.

Norm Oliver, Virginia Department of Health Director, says he has sent a letter to local health directors telling them to enforce social distancing guidelines and mask requirements.

Officials say around 30 troops will be in the Eastern Shore and Hampton Roads area to help respond to the potential impact of Hurricane Dorian. Potential missions include high water transportation using Humvees and light to medium tactical trucks, as well as debris reduction using chain saws. "Hurricane Dorian is a serious storm, and current predictions indicate that it may affect parts of Virginia," said Northam. Officials say additional soldiers, airmen and Virginia Defense Force members will be on duty in Richmond and Fort Pickett to provide mission command, logistics as well as administrative and public information support.
