Investigators said Fraser was shot multiple times and then taken to a McDonald's parking lot near the intersection of Martha Lee Drive and West Mercury Boulevard.
A friend reportedly drove him to the parking lot in a silver PT Cruiser. There was an apparent bullet hole in the vehicle's windshield, according to WAVY.
Someone inside the McDonald's called 911 around 8:20 p.m., police said.
According to police, Fraser was the passenger in a PT Cruiser that was parked at a Speedy Mart, when he was shot and then taken to the McDonald's parking lot.
Fraser was taken to a located hospital, where he was pronounced dead.
Investigators say police were working another crime scene near City Line Apartments — about a mile from the McDonald's.
The friend is reportedly cooperating with investigators and is not considered a suspect. At this time, there is no information about a suspect or motive.
