FRANKLIN COUNTY, Va. (WSLS 10) -

Officials say the building contains only 17 dog kennels and 18 small cat cages. With the limited space, overcrowding is a constant problem. Some animals are even euthanized due to the lack of space.

Supervisor Cindy Brooks calls the current shelter "dark and not inviting". She says adoptions are difficult as the shelter is not a place people want to visit.

The hope is that a new shelter will be built within the next few years. Public Safety leaders will present a potential location of the new shelter to the Board of Supervisors Tuesday afternoon.

The location is next to the existing shelter. If approved, the next step will be to hire an architect to design the new space. Early estimates indicate the project will cost anywhere from $900,000 to $1.5 million.

The Board of Supervisors is expected to discuss the proposal at 2 p.m. Tuesday.
