Bill on reporting college campus sexual assaults signed tomorrow

ROANOKE (WSLS 10) - Governor Terry McAuliffe will sign House Bill 1785 on Thursday, requiring campus police to notify the local commonwealth's attorney of a sexual assault within two days.

Dan and Gil Harrington who lost their daughter Morgan in 2009 have been lobbying behind the bill.

Their daughter went missing after leaving a concert in Charlottesville and her body was found several months later on a farm in Albemarle County.

"I was actually looking through pictures the other day and to just see her face on the screen just full of promise you wonder how she would be now cause it seems like just yesterday," says Gil. 

She said she didn't want other parents to suffer the pain she feels everyday and spent the past several years with her husband trying to make a change involving sexual assault victims. 

"Even though these cases in the way business is done may not have saved our beloved's they would save other people," says Gil. 

It's one of the reasons why she helped start the organization called Help Save the Next Girl. She believes her daughter would be proud seeing how many people they saved.

"I do feel very proud that we have made a difference," says Gil. "I think we've saved lives I do."

The bill will go into effect in July. The governor will sign the bill in Richmond Thursday afternoon.
